Joseph Stephan of Farmingdale, 50, reportedly billed the department's Office of Worker's Compensation Programs for dates where employees covered under the program did not visit him, or for services that they did not receive when they visited him. A complaint against Stephan was unsealed by a federal court in Brooklyn on Wednesday, Oct. 7, leading to the chiropractor's arrest.
“As alleged, Stephan abused the trust of an important federal benefit program for employees injured on the job by billing for numerous fraudulent claims, including those for an undercover Special Agent investigating the defendant,” stated DuCharme. “This office will continue working closely with our law enforcement partners to hold healthcare providers accountable for fraud and abuse.”
Stephan allegedly billed an undercover USPS Inspector General for 23 appointments that the agent never went to or booked.
